Power App per App license - management

I have a question related to the per App license management, for which I haven't found answer in the related learning page or the forum.
 
We have developed a power app where the larger part of the user base would access it only periodically, for which we think the Per App license plan would suit this need best. 
 
Based on the information in the above articles, I presume that there is no provision for the license to be removed from a user who has previously consumed it, and the license will be consumed by that user until it is manually removed from the Power Platform Admin Center. 
 
Our intention is to actively manage licenses in the pool, so that licenses of users who have done their work in the app can be reallocated to new users trying to access it. For this, it would be nice to have a feature that removes licenses from inactive users (e.g. not accessing the shared app after 30 days) - but I believe there is no solution for this approach, and we have to manually manage the licenses that are currently consumed in the pool.

    thats not working because you need to assigne the licenses to the user.
     
    how would you check if the user has already completed everything in the app he need to?
     
    maybe pay as you go would be a better fit for your org?

    Power App per App is not assigned to the user (directly), as per the learning page description. They are just allocated to environments. Supposedly, they are consumed when the app is shared with a user.

    Take these steps to use a per app plan:

    1. Purchase Power Apps per app plans
    2. Allocate per app plans to environments
    3. Set up apps to use per app plans
    4. Share the app
    Also, the Per App license is much more cost-efficient than the Pay-as-you-go option, at least for our case.
     
    We know users have finished their work based on the workflow inside the app itself, but it's hard to sync this information between business and IT operations.
     
    My original question refers to the existence of automated measures to remove Per App license from a user based on inactivity, e.g. not logging-in the app for 30 days or so. This would be a big help in managing the available pool of Per App licenses.

    as far as i know there is no way to automatically remove licenses based on a scenario u mentioned.
