Hello all - I hope I have the right forum. I have a client who is looking for an alternative to using pipelines for solution deployments. They are looking for an alternate way to automate solution migration process from one environment to another since they couldn’t convert the current production to a managed environment. According to Microsoft, the requirement to turn on managed environment features, all users must have premium license activated. They are trying to avoid the premium license payments for end users. Its out of budget. Their Prod environment is not managed. Thank you.

Admins will be able to commit and deploy without the need of end users.

One option is GitHub actions. There’s a few iterations of this, one way being the one you’re looking to avoid via Managed Environment Pipelines - but GitHub actions can also connect directly to the target Environment but just requires some configuration. https://learn.microsoft.com/en-us/power-platform/alm/devops-github-actions
