Hi, I'm new with the power pages. I'm wondering what would be the best way to make a PopUp or confirmationdialog in Power pages?

You can check portal management app and edit/create any basic form there you have option to configure and get different types of popup (for ex. before delete/edit/update)
Even this kind of options are present in list and multistep form.
