ERROR SETTING UP DEVELOPMENT ENVIRONMENT

Hi, I encountered an error setting up my Development Environment. note; I am using private browser but still I keep getting error message ''Error occurred: You are not licensed for the creation of developer environments.''. Please how do I rectify this?
