You can't run the flow outside of a Model Driven app. If you create a Model Driven app based on the table you referenced in the Business Process flow and look at the forms for the table in the app you will see the business process flow at the top of the form.

Business Process Flows are entirely part of the Data verse, so you can find it all in Solutions -> Default Solutions.

I've created my BPF inside a solution without any issues. The problem I'm facing is that I am still unable to run/initiate a BPF instance. I've ensured that it's turned on, but still no success.
The key here is this line from the Business Process Flows documentation "As of August 2022, you can no longer create or manage business process flows from Power Automate outside of the solution explorer. " That means that you can only create a Business Process Flow when adding a new flow inside a Solution. Take a look at the screenshot below. You need to add it inside a solution.
