I want to control the PowerApps release version in my app.Example: If i developed and published a PowerApp when the PowerApp release is: 3.21111.25 . Now i come after 6 months and update the same app, i should be able to retain the PowerApp release. That means even through powerApps version is getting updated, it shouldn't reflect/ affect my application.

Do you want to decide for yourself whether or how to update the version of an app?
If so I'm afraid it is not available now. if you need this function ,I suggest you consider sending the feedback into the idea forum, add a new idea or vote for existing ideas. Then ask you your colleagues to raise up the votes. The product team has direct visibility of these ideas and they will implement it on the basis of the highest number of votes received.

No. This is not possible. You can't stop the new versions being created. However you can restore to previous version. In this case new changes will not reflect.
