AI builder Object detection feature will be available in Canada ? 2020 ?

Object Detection region support is based on a subset of the region available for Azure Object Detection.
Unfortunately, as of today, Azure doesn't have a support of Object Detection in that region. (see custom vision row)
I'll pass on the interest for that region to the relevant team, in the meantime, you should use North America region if you don't have a strict region border requirements.

Could you please point me to documentation on how to change region and what else is affected if region is changed?

You cannot change the region of an existing environment, you can create a new environment in a different region. More details around regions here.
