Unable to publish all customizations.

I'm experiencing issues when attempting to export a solution. When publishing all changes I get the following:

        "code": "0x80040265",
        "message": "Unable to locate the web resource msdyn_/fps/LocalizationLibrary/LocalizationServer/Labels.resx."
    }
}

Which appears like this within the export section:
