I want merge PDF in flow without using any third party connector. can anyone suggest?

Yes - a couple of ways - here is a video from Shane Young @Shanescows on the HTML method.
There is also a very clunky Word merge option using Quick Parts in Word and a duplicate SharePoint Library.

When you say Merge...you have two different PDFs that you want to combine into one? That is more of a question for the PowerAutomate (as @mdevaney suggested) side. More people who will have experience on this over there.
I use the Word connector for creating pdfs in PowerAutomate from data a lot...it much easier to get a nice look at layout than the html option for me (but I also despise html..lol).
That being said I use PowerAutmate a lot and have not seen or heard of any (free) ways of doing that. Plumsail allows for that (not free and I don't think cheap either). It does TONS with PDF's but I have not come up with enough reasons to need it yet to justify the cost.
I think Plumsail is the only option. But there are plenty of people on the PowerAutomate forum that know more than me so I would try over there and see if you get any better answers.
As @rebeccas has said, the Word connector is a premium connector and technically requires any user connected to the Power App to have a Per User licence. It is a nice tool, but it costs.

I don't want to populate my data using powerapps. I have two pdf whose template is not fixed. User will upload theses two pdf's which may be in any format. After this i want to merge these two pdfs in one pdf. I think my question is more clear now

Adobe Acrobat Pro or a number of other (cheaper) tools will do this.
I doubt anything standard in Power Automate can manipulate existing PDFs as the only Adobe connectors there are for Creative Cloud (premium) and Sign. I think @rebeccas direction on Plumbsail is probably your option.
Also you have posted this on the Power Apps forum and you have now you have said you do not want to use Power Apps, so I can only suggest you take @mdevaney 's advice and post this on the Power Automate Forum.

Encodian has a free subscription of 50 free actions per month, but a paid subscription after that. You can merge using their Power Automate connector.
Also, double check what they mean by 'actions'. I don't think it would be PDF merges more likely server calls, but I could be wrong.
