I have tried to share my App with a guest account in our tenant. But I'm getting an issue to assign a license to the guest user. This is the message in Azure AD: "License cannot be assigned to a user without a usage location specified."

I have checked the license for my test user.
User has no Powerapps/flow license (O365 E3 license, removed PowerApps and Flow option) in his own tenant and none in the company tenant. User has been added to the power app, see screenshot.
The test user is still able to access the power app? Is there a PowerApps license needed for guest users? When Yes, Which? When Yes, Why it's still working when no license has been assign.

I have watched over the field in Azure AD.
I have added the location, assigned a license and BAM it worked.
