Error when creating component library to use Power Fx for changing command line button visibility

I am trying to change the visibility of a command line button with Power Fx in my model-driven app. To enable Power Fx i have to create a Component Library: 



When i try to create a component Library, I get the following error:

I have also tried creating a component library seperately. However, it did not resolve the issue, in the library i am unable to connect my data sources. 


How do I resolve this?

    To use Power Fx in your Model-Driven App for managing command line button visibility, you indeed need a Component Library.
    Ensure your environment has Power Apps Premium Licenses to use advanced features like command designer with Power Fx. If the Component Library feature continues to fail, report the issue via the Power Platform Admin Center or contact Microsoft Support.
