The “Allow images and URLs” setting only controls whether Copilot responses are permitted to include image links and external URLs. The setting does not force inline image rendering inside the Copilot chat window.
In Copilot Studio and Power Platform Copilot experiences today, images are returned as clickable links. Rendering images directly inside the chat UI is not supported. This applies even when the tenant setting is enabled.
A few points to keep in mind:
• The setting is a security control, not a rendering option. • Inline image display depends on the host UI (Copilot Studio, embedded chat, Teams, web client). • For security and data loss prevention, Copilot responses are constrained to text-first output. • There is no environment-level or agent-level toggle to change this behavior.
Current options if inline visuals are required:
• Open images in a new tab via links, which is the supported path. • Use adaptive cards or custom UI if embedding Copilot in a custom app. • Render images outside the Copilot response using Power Apps or a web component.
