License PowerApps for Office 365

Hello! I am not able to create a database in production, I get the message that my plan is not compatible, but when I consult my Office plan I see that I have PowerApps for Office 365. With this plan I can not really create in the production environment?

The O365 license by itself does not allow you to create an environment. I believe you need to have a Plan 1 or Plan 2 license in order to create new environmentes.
