Get SharePoint Site URL from Document URL

I am looking for a Power Automate which can notify the members of the owners group on a site when a user posts a document link into a list.  I know how to use a SharePoint HTTP call to get the site owners if I can get the site URL.  I can even get close to the site URL by parsing the Document URL.  The issue I have is if there is a structure of subsites, I dont know when my URL stops.

Anyone tried to do something like this before and have any ideas?

    Exactly - you can have any number of subsite levels and the "Shared Documents"  folder can have any name.  Maybe you can lookup the file permissions and see if they lead you to the top parent permissions.
