Developer Environment Creation with Power Platform Admin Role

Hi, 
 
 I cannot create a Developer Environment on our tenant. 
What can be the problem?
 
I have a Power Platform Admin role which is activated as a Role in MS Entra ID, not assigned directly to my user. 
Tenant settings are set to: create environments - only specific admins
Error message we get (3 Admins) when trying to create a Dev environment "this action is subject to capacity restraints"
Dataverse capacity is more than enough on the tenant - its only 18% full
Only lead I have is that Power Apps Developer Plan is missing from my user but as I researched I do not think that this Plan is required for Admins to create Dev environment, but rather is aimed for standard users who want to develop stuff on Power Platform. 
I would be really grateful for other ideas or leads you might have.

    When a Power Platform Admin creates a Developer environment it automatically enrolls the user in the Power Apps Developer plan. So that shouldn't be a problem. Also, Developer environments aren't subject to capacity constraints. Are you sure you picked Developer and not Sandbox for the environment type? The one other thing I can think of that would cause the issue you are seeing is that an individual user can only have 3 developer environments.  If you already have three then you have to create the environment on behalf of someone else.  See the screenshot below.

    @Pstork1 thanks for the reply. No, it´s not the case:
    we have 1 Dev environment on the tenant, created by PP Admin previously. Right now even he cannot create new ones. And sadly yes, the message does say that this action is subject to capacity restrains. 
    No, I do not try to create Sandbox environments. I can create them and we use them as a substitute to Dev environments right now. 
    I am kinda running out of options :) dunno what else except for Power Apps for Developers Plan can be the problem but still cannot believe that Power Platform Admins cannot create nev Dev environments without it. 
    Any other ideas will be much appreciated :)

    1) Power Apps for Developer Plan is automatically added when a developer environment is created for a user.
    2) Developer environments are not subject to capacity constraints although all other environment types are.
     
    If the PPA admin can't create one as well then evidently someone has disabled them in your tenant.  This article talks about the PowerShell that can do that. Control environment creation and management - Power Platform | Microsoft Learn

    Hello @Pstork1 again and thanks again for your answer :) I will try the PowerShell option out, but still wondering, why this functionality is not working for me as an admin. I was wondering, if you might know: is it possible that this functionality is available for Power Platform Admins only if they are "made" to admins directly, via their user principal name and not via PIM role activation? 
     
    The only option for disabling environment creation for users on Tenant I know is from power Platform Settings - Developer Environment Assignments andit is set to only specific admins on our platform . The Option then allows Global, Dynamics 365 service, Pover Platform service and delegated admins to create Dev environments.

    The PowerShell link I posted is specific to creation of Developer environments and can be used to prohibit anyone, including admins, from creating Developer environments. this is separate from the controls in the Power Platform admin center. Those control creation of other types of environments. Also it doesn't matter how you became a Power Platform admin. The role has the same permissions.
