Does Managed Environments require premium license for users if apps don't use premium connectors?

Hi,

We are in the process of setting up environments in Power Platform and are planning to have dev, test, and prod environments, where test and prod would be managed, or possibly only prod. We were going to set up a Power Platform Pipelines app, and then we noticed that the target environment must be managed environment.

We then came across information on Microsoft Learn stating that managed environments require a premium license for all users who use apps in a managed environment. However, our apps do not use any premium connectors; they only use SharePoint connections. That’s why it sounds strange to us that a premium license would be required.

Does anyone have any information regarding this? We have read on several forums, and there is different answers to this matter.

Unfortunately, yes — all users will need a licence.

Because the app is hosted in a Managed Environment, Microsoft requires every user who runs an app or flow in that environment to have a Power Apps Premium licence, a per-app allocation, or a qualifying Dynamics 365 licence, even if the app only uses standard connectors.

If the app doesn’t need premium features, it’s often better to start in a non-managed environment. You’ll lose some governance features (like pipelines and advanced monitoring) and deployments will need to be done manually, but it’s usually the best approach for a POC or a simple app aimed at improving a local process.

Once the app proves its value and you can justify the cost, you can then move it into a Managed Environment and invest in premium licensing and stronger governance.
