plugin action (custom prompts) stop working when authentication is changed to "Manual" (with Azure AD)

I found the origin of the error. The "plugin action" node works OK in the default auth mode but will force the user to authenticate when the authentication is changed to "Manual" (with Azure AD) and then will fail with system error.

    so what permissions could be added to the scopes of the azure ad authentication beyond  Sites.ReadWrite.All Files.ReadWrite.All  etc for example?
