Failed to Import Solution. User does not have WriteAccess rights to connection reference

When trying to import a flow a user is getting this error, where their account does not have write access rights of a connection reference. When I opened the link provided, I cannot find the "Access Checker tool" which they mentioned in the error message, underlined in the screenshot below.

    Update Tried importing again and got the same issue.

    Hi jefmeyer,
     
    Added the role and it worked, but it did not show the connection listed when importing and I did try to import the same package as before. However when checking the members in the role, no one else in the organization was added. And from some feedback from another user they had no issues importing other solutions which use the same connection reference without the System Customizer role. Will have to look into the functionality of roles more.
