Unable to add plugins - Teams - Virtual Agent Studio

Hi Everyone,

 

I'm a little lost on how to add more actions on teams.  All the guides just say it's there and I can choose it but I can't seem to figure out why my list is so small.  Here's what it looks like when I press call to action.
