When a quarantined app is opened, the user gets this message:

Where is the URL variable for Governance Reference Material stored so we can update it?

Found it! Thanks to today's Drop from the Power CAT team on YouTube, this is a variable set when the Power Platform Communications site template is installed: Create an internal Microsoft Power Platform hub - Power Platform | Microsoft Learn

Thank you for the response. That was the first place I checked. Couldn't find a related schema, or a value that matched what is in the message.

Try looking at the variables in CoE Admin Command Center, Environment Variables section.
