Hello:
Is there a limit to the backend database size, for application written with PowerApps? I read PLAN 1 and PLAN 2 only allow for 20 MB & 250 MB respectively. I would like my database backend to be SQL Server, and I would like to write PowerApps that would be use by a lot of people. Please advise.

There is no limit for a SQL database. The 20/250 MB limit has to do with the Common Data Service Database capacity.

Currently, within PowerApps, there is no official document mentioned about the Database Size limit within PowerApps.
The 20 MB and 250 MB limit is only applied to Common Data Service data source within PowerApps. Please check the following article for more details:

If you want to use SQL Server as your backend database, there are some known issue/limits you need to note:

If the main data is to be stored in SQL Server in Azure, then there are several storage options but in practise these should be ample, as they are measured in GB. For OnPremise, you're mostly limited by disk space.
Note that the CDS storage is per user, so if you have a lot of users, you will have quite a lot of storage capacity
