    Use:

    If it a textbox:

          Text(Value(TextInput3.Text),"[$-fr-FR]#.###,00","fr-FR")

If it a HintText/Placeholder (See Attached)
    1. Set a variable OnStart of the App or OnVisible of the Screen
(If you use OnVisible, after the formula, navigate to ther screen for it to take effect)
           Set(MyFormat,Text(Value("1000"),"[$-fr-FR]$#.###,00","fr-FR"))

2.In the Hintext of the TextBox, put:
          "Enter"&" "&MyFormat

Dont use the part as you are not using it for the textbox. Ignore it

@eka24 @WebPortal This is an old post; however, a posting this to the future learners.

A much simpler way would be to put your desired number format in the DEFAULT property of your text input control i.e., Text(ThisItem.FieldName,"#,##0.00"). In my case, I have my field name as an item in a collection in ON APP START. Text(ThisItem.'Pump Nozzle Reading',"#,##0.00").
