What do I need to do after publishing, activating the Teams Channel and then showing to my teammates? The documentation made it sound like that's it, but the CoPilot isn't there.

I got that far no problem. After doing as you suggested, the bot never appeared in Teams. I finally disconnected from Teams and then used the "show to everyone in my Org" option and submitted the bot for approval. My admin approved it and made a few more changes on the Power Apps/Teams app side of things and that eventually got the bot to show up in Teams. At first it was completely unresponsive, but after waiting overnight, it kind of works.
Specifically, he enabled Upload Custom Apps, added the bot to the Installed Apps list and also added it to Pinned apps.

Try below steps:
Custom Copilot -> Channels -> Microsoft Teams -> Turn on Teams
Once it is connected to MS Teams, Click on 'Availability Options' to to share with specific users or share with everyone in the org
You will see two options:
-Show to my teammates and shared users
-Show to everyone in my Org
By default the copilot will not be added to their teams, they need to add manually from the apps built for for your org
