Let another user modify the environment variable

I create solution and variable with user X, how can I make user Z be able to change the value of variable?

 

This is the error: "You are missing the necessary privilege to edit environment variables in this environment."

 

I dont import / export IT, I want to use it in the same enviroment (default)

    Please modify the user's security role as shown in the figure below.
