Opening a URL within an Adaptive Card

I have built an adaptive card that shows a report, I want the user to be able to either

'Export as PDF'
'View Full Report'
'Request for full report'

Every time I click the button it doesn't bring me to a new tab where the PDF should be? why is that and how to fix it?
