Analyzing tabular data

I have some data within tables in a PDF that I am using to test on Copilot, as shown in the attachment.

When I ask a question that has specific information regarding the table, e.g. who can approv overhead expenses of 250$ for Entertainment?, i get the proper answer - "Cost Centre Admin". But if i give a value that's not actually mentioned in the document, but rather in between 2 values, it gets haywire.

e.g. who can approv overhead expenses of 500$ for Entertainment? - In this case the answer should ahve been "General Manageer" but what it returns is "Cost Centre Admin".

So my question is, is there any way for the model/bot to understand that if it's within a range of values that are mentioned then to look for the next higher value and use that approver? There are hundreds of similar tables within each document and multiple such files.
