Modern Forms- SP User field not showing all Users

I have multiple modern forms with SP user fields and it is not showing the full list of users/search with any of them I read a lot of people switched to classic, but I've spent too much time on these forms to abandon it. 
 
I tried a different browser. Readding them and refreshing the data.
 
Properties for the User Field:
 
 
 
 
Are there any workarounds that can be used in a modern form?

    Although Modern Forms are still in preview and many developers (including myself) have not switched to any Modern controls in Prod apps presently, this is not the issue here. The Items of 
    Choices([@'Standard Hire_l'].'Should anyone else receive this user''s credentials?')
    (as the structure suggests) will only offer choices from records currently stored in that field. If you want all users, you need something like
    Office365Users.SearchUserV2({searchTerm:Self.SearchText, top:999}).value
    This will then affect your DefaultSelectedItems which will be
    {
       DisplayName: 'Should anyone else receive this user''s credentials?'.DisplayName,
       Mail: 'Should anyone else receive this user''s credentials?'.Email
    }
    Then the Update of the Data Card
    {
       Claims: "i:0#.f|membership|" & Lower(DataCardValue11.Selected.Mail),
       Department: "",
       DisplayName: DataCardValue11.Selected.DisplayName,
       Email: DataCardValue11.Selected.Mail,
       JobTitle: "",
       Picture: ""
    }
