Disable create button for apps and flows (homepage)

Hi all,

 

As an admin I want to enable people to make apps and flows. However, I actually want to let people make an app or flow only if a certain form is filled out so that we know what apps are made and certain meta data is added to to the form.

 

Question: is there a way to disable the create button (see picture) and only let people make flows and apps if they fill in a certain form (I now envision a Power App for this).?

    Thank you for the reply. You are absolutely right, the goal is to stimulate innovation and not place too many restrictions. We also plan on using the Centre of Excellence kit for the monitoring of apps and flows.

     

    The reason why we want people to fill in a form (NB: this is not an approval form) is that we only want to let people use Power Apps for not business ciritical apps (i.e. between 2-10 users and the apps will not be used by several departments). The form will then act as a last check for the makers that the app they want to make is not business critical and when the form is filled out we want to link the form to Azure Devops to immediately create a user story with the relevant metadata.

     

    However, if I understand correctly disabling the "Create" button is not even possible...

    You can’t disable the Create button.  In the Default environment everyone in your organisation has access to create apps or flows.

     

    The best way to meet your requirements is to reactively monitor the apps being created and assess whether they meet your standards. You can automate this using the Power Apps for Admin connector or the COE Starter Kit. 

    I work with a number of different organisations with Power Platform governance and from my experience it is not a good idea to put up barriers to creating apps such as filling in a form and getting approval. What if the user just wants to quickly trial out a new feature and then delete what they created? You shouldn’t have to go through the process of filling in a form, this will stifle innovation.
