Clarification on Power Apps Licensing for Organizational App Sharing

Hello,​

 

I've been exploring the capabilities of Power Apps within our Microsoft 365 environment and have encountered some confusion regarding licensing requirements when sharing apps across our organization.​

Specifically, I'm interested in understanding:​

 

What are the licensing implications when a user creates a Power App and shares it with other users in the same Microsoft 365 tenant?​

Are additional licenses required (beyond the standard m365 Enteprise License) for users to access shared apps, especially if the apps utilize standard connectors like SharePoint Online or Excel in OneDrive (Without Dataverse and premium features)?​

 

I've reviewed the official documentation, including the Licensing overview for Microsoft Power Platform and the Power Platform licensing FAQs, but would appreciate clarification to ensure compliance and proper planning.​

 

Any insights or experiences you can share would be greatly appreciated.​

    Thanks for your input! To ensure I’m understanding everything correctly and avoid any assumptions, could you please clarify the following scenario:
    If I create a Power App that only uses standard connectors (e.g. SharePoint Online, Excel in OneDrive), and I share it with other users in my organization who also have valid Microsoft 365 licenses (e.g. E3, E5, F3),

    Do those users need an additional Power Apps license (per app or per user), or is the Microsoft 365 license sufficient for them to use the app?

    According to Microsoft Docs, standard apps can be used with the Power Apps for Office 365 plan, which is already included in many M365 plans.
    Can you confirm this applies even when the app is shared across the organization, as long as we don’t use premium connectors or features?

    Based on my knowledge and experience. 
     
    Canvas app
    • It only uses standard connectors like: SharePoint Online Excel in OneDrive for Business
    • You share the app with users across your organization.
    • All users have valid Microsoft 365 licenses (e.g., E3, E5, F3).
    • You do not use premium connectors (e.g., SQL, Dataverse, HTTP), custom connectors, or Power Pages.
       
     No — users do NOT need any additional Power Apps license (per app or per user).
    • Their existing Microsoft 365 license (like E3, E5, F3) already includes the Power Apps for Microsoft 365 plan, which grants them rights to:
    • Run apps built on standard connectors (like SharePoint, Excel, Outlook).
    • Create and share Canvas apps (within standard usage limits).
    • Use Power Automate flows that only use standard connectors (if used in the app).
     
     Users with E3/E5/F3 can use your shared Power App (with standard connectors only) — no extra license needed.
