Agent not showing up in M365 Copilot in Outlook

Hi,
I've built an agent in Copilot Studio and published it to the Microsoft 365 Copilot and Teams channel. The agent works perfectly in Dynamics 365 Sales, Microsoft Teams, and the M365 Copilot app/chat.
However, the agent does not appear in Copilot in Outlook. I've tried both @mentioning it in the chat and searching for it in the Agent Store in Outlook - it doesn't show up in either place. Only Microsoft's built-in agents (Sales, Workflows, SharePoint page agent) are visible.
 
What I've done:
- "Make agent available in Microsoft 365 Copilot" is checked 
- Agent is published and working in Teams and the Copilot app
- Admin approval has been granted
 
Is it possible to surface a Copilot Studio agent in Copilot in Outlook? Or is Outlook limited to declarative agents / built-in agents only? Any guidance appreciated.

    Today, Copilot in Outlook only surfaces built‑in Microsoft agents and declarative (Copilot‑native) agents.

    Custom agents built in Copilot Studio (custom engine agents), even if published to Microsoft 365 Copilot and working in Teams, M365 Copilot Chat, or Dynamics, do not appear in Copilot for Outlook (no @mention, no Agent Store listing).

    Key points:

     

    • Publishing a Copilot Studio agent to the Microsoft 365 Copilot channel makes it available in Copilot Chat and Teams, but not in Outlook Copilot

    • Outlook Copilot currently supports only built‑in agents and declarative agents created via Agent Builder / M365 Copilot extensibility, not Copilot Studio custom engine agents. 

    • This matches what you’re seeing: the agent works elsewhere, admin approval is granted, but Outlook shows only Microsoft-provided agents.

    So yes — Outlook is effectively limited to declarative / built‑in agents at the moment. There’s no misconfiguration on your side.

     

    Microsoft has announced broader M365 targeting improvements for Copilot Studio agents, but full parity with Outlook Copilot is not generally available yet
