Today, Copilot in Outlook only surfaces built‑in Microsoft agents and declarative (Copilot‑native) agents.
Custom agents built in Copilot Studio (custom engine agents), even if published to Microsoft 365 Copilot and working in Teams, M365 Copilot Chat, or Dynamics, do not appear in Copilot for Outlook (no @mention, no Agent Store listing).
Key points:
So yes — Outlook is effectively limited to declarative / built‑in agents at the moment. There’s no misconfiguration on your side.
Microsoft has announced broader M365 targeting improvements for Copilot Studio agents, but full parity with Outlook Copilot is not generally available yet.
