Hi,
Does the Attachments control require a special access level? One of the users having the same privilege on the security role cannot see the files attached; while the others can. Wanted to know if attachments control have a specific permission that need to be set?

Please check the Notes Entity in Security Role
As per your Query the Read Permission will be available as User Level, Change it to Organization or your convenience to view the same for other user as well.
