My hover effect and active state is applicable only to top level element which is a transparent button with border ¯\_(ツ)_/¯ any idea?

You should be able to reference the control that is changing OnHover inside the Color/Fill/BorderColor/etc properties of the related controls.
eg
Label with text 'A', Fill property could be
If( Button1.BordorColor = Color.Pink, Color.Red, Color.White) <-- semi pseudo code but you get the idea

You could set the button's HoverColor and HoverBorderColor properties.

That was my first idea, but btnQBorder.HoverBorderColor=fxColor.Purple is always true, regardless it btnQBorder has active hover state or not. I miss an IsHover() or IsMouseOver() function in my Power Apps Toolbox.

Could you build the whole button in a HTML text and then use JS within that?
