How do I edit a scrollable page? I can only see this (in attachments) and I am not able to scroll down or anything like this.

If you are referring to a gallery as a "scrollable page", then there is a process that will do this.
The very good video from Shane Young ( @Shanescows ) explains it well.

Do you create your app based on the "Service Desk" template app with Phone Layout?
Based on the issue that you mentioned, I think there is something issue with this template app in Phone Layout. As an fixed solution, please consider create an app based on the "Service Desk" template app with Tablet Layout, and then the Ticket Details screen would display properly as below:

Yes I am indeed using Service Desk with phone layout. If it is broken, how do they edit is theirselves? How can I add another page that scrollable? Or how can I fix it without asking them?
If you want to add another scrollable page in your app, please consider go to "Insert"-> "New Screen"-> "Scrollable" option:
On your side, if you want to fix it, you need to edit the corresponding Scrollable screen within your app, then re-arrange the controls within that screen manaually, make it locate at proper position.
