I have two issues.
1. Publish takes effect on Teams only on the First Publish. If I republished nothing changes.
Example:
Now Let's go back and remove Topic "X"
My solution for now is to reimport and publish.
2. Channels configurations are reset to default on each publish

Are you building this using the PVA client in Teams or the full PVA Web client?
I am using the Full Web PVA. https://web.powerva.microsoft.com/
I noticed something yesterday. the new updates takes effect to ChatBot added to "Teams" but if you added the Chatbot for Personal use the updates does not reflect.
Also, the teams configuration reset after every publish is pretty annoying because everytime you publish you need to reenter all information again. Long description , publisher name, ... etc
If you add the bot for personal use I believe you need to remove it and re-add it to get the newer version.
I have uninstalled it multiple times and still no luck.
Also, tried to uninstall then sign out and sign in and install still no luck.
I am using the new PVA (Preview)
