Append the Comments for existing the record by different users and my issue is i want append the comments by all users but if any user already entered the comments then it should not create the new comments it should edit the existing comments . How to achive this in power apps please help.

Hey. If comments is a table column then you can use the Patch() function to update the record:

We would need some context to this question! Making some assumptions. You would have to use the logic of filtering is the user() has comments on the specific record and if they do you will use a Patch() & LookUp() to append the record.

If they do not have a comment, then you will need to use the Patch() with Default() on the list to add a new record.

Now, if I was use and the above assumptions are correct, I would create a variable, filter the comment data source and count number of rows that would give you either a blank() record or something >= 1 so you would know which Patch() is needed to add or update the data.
