I have designed my own PowerApps and I like to start it from a choice in a PVA before.
Exp: in PVA User choose a Answer and in the result of its choice starts the Powerapp...
How may I reach my goal?

You can show the user the link as a message action, but PowerApp itself cannot be opened from pva automatically.

As far as I am aware you cannot redirect a user to another url. There is a idea which you can upvote about this:
A workaround could be to send a response with the web Link of the Power Apps app to the end user.
Below is an example of that approach.
