Outlook ComboBox OnSelect - Sending to Multiple Recipients

I have two Combo Box (To: and CC:) that is connected via Outlook. The goal for the app is to send emails to multiple internal and external recipients. The problem I am having is that PowerApps is only sending to the last recipient listed in the Combo Boxes. 

 

I have double checked if the ‘All multiple Selections” were on and if ‘SelectMultiple’ was true in which they are. I do believe it's my parameters, but I cannot figure it out. Does anyone have any suggestions?
