Multiple Filter on gallery with If(isblank) condition

I have a screen with a gallery that i have two filters on. One is not user controller (banner) and one which is a combo box. I want the gallery to show all the records of the lblbanner_4 value and then the user can filter those values by selection from the combo box.

My filter that is not working how i want yet!:

This is giving me a filter by the combo box, but if no selection, the gallery is also blank.

Any advice much appreciated!

Hi - and thanks for your help. Unfortunately it's not working - still showing blank if no option selected in the combo box......
