In a developmental environment, test your agent is not functioning properly. Its freezing a conversation start, and that is just a simple message. I expect it to trigger topic based on user input but not functioning properly.

Do you have any pictures or a video of the repro? Also you said in a development environment, do you mean an actual Dev environment or a Sandbox / production you use as a dev env?

If you can share the configuration of the bot, validate permissions and show a repro it will be much easier to help.
