I am adding new screen for PowerApps application. Can I use Layout only since it is by default response. What is use of Template screen since I can change the layout to create all design.

When adding a new screen you have the option to add (1) a blank screen, (2) a screen with a predefined responsive lay-out or (3) a template screen.

Depending on your needs you may want to choose one over the other. The Blank screen is advantageous when you want to fully customize the experience to your needs and start from a blank canvas. The predefined lay-out screens allow you to very quickly start from a predefined mobile responsive container design without any manual work. Lastly, the templates allow you to easily create (or start from) screens for certain use cases - think of a success screen, email screen, calendar overview... An overview and explanation of the templates can be found here.

Unless there is a specific template I need, I mainly use the lay-out screens (or blank) during development. When creating your own lay-out manually by starting from blank, you can also duplicate that screen (and remove the unnecessary controls) to minimize the development time of additional screens. Don't forget to rename the controls accordingly after duplication. 😊
