I want to create a case management solution but am unsure what path to take, a D365 solution or a Power App.

The audience is government so will have D365 licences ... probably E5.

I want to be able to have the following functionality:

History of changes of data
Be able to connect power bi to the data and perhaps have power bi reports in the solution.
Email from the solution and have emails from clients go back to the solution (for example by using a case number in the subject line).
Workflows for approvals.
Document storage for each case.
Template letters using data from the solution.

Would you recommend starting a solution in D365 or Power apps? Or some combination of both?

I would welcome ideas, thoughts and guidance.
