My understanding was not being able to use data verse if I have PowerApps for O365. However, I am able to create table and columns. Can you pls confirm whether this is expected ? Will Dataverse + Canvas App combo work even If I don't Power App License. It will work with Powerapps with Office 365 license ?

Hope you are doing good.
As per the office License, you can create tables etc, but you cannot assign to a Proper Security Role and You cannot have access to customize the environment (Environment Maker). For More Clarity please find the image below

Dataverse comes in a couple of flavors:
The licensing guide provides the details on what is possible but with Office 365 license the real only use is Dataverse for Teams.
