I've built simple custom SharePoint list using PowerApps. I've added "Attachments" in the form, but won't save/submit items to SharePoint list.

Is the Attachments control in your Form? How are you submitting the form?

To be clear - you edited the fields of the form and then clicked + to add a fielded and then chose attachments. You made no other modifications to this?
I assume (since your form is empty in the picture) you are trying to create a new record? If so, is anything getting created in the list at all? Are you supplying all the required columns?
Try to troubleshoot by putting Notify("Success") in the OnSuccess action of the form and Notify("Failed") in the OnFailure action and see if anything really is happening.
When I tried to add items using New form, and hit submit, won't save all items to SharePoint list.

Also, what is the Update property of the Datacard with the attachment control in it?
If I delete attachment column, the form would be fine to submit. Is PowerApps don't like attachment?
PowerApps forms fully support attachments. In fact, Forms are the only way you can alter attachments to records.

Also, how big is the file you attached?
I got success when I hit submit button, but the attached document is not saved. The attached document size is 13KB
The update property of the attachment of the Datacard with the attachment control in is: DataCardValue1.Attachments
Everything sounds right.
You might consider removing the Attachments field from the form and then adding back in.
If that is no joy, then next step is to cut the form from the screen (ctrl-X) and then paste it back in (ctrl-V). If there is something in the form that is a little whacky, this will reset it.
