I wanted to edit the Microsoft Cost Estimator to better see how it works, but it doesn't seem to allow that?
Is there a way to open it up in the design tool and see what formulas they used, etc...?

Hello - You should be able to do this by creating a Cost Estimator app from template as described here.

Where did you get the app template? Could you provide a screenshot about the template?
From my end, there are only two tempates: Budget Tracker and Site Inspection for phone layout or tablet layout.
