How can I disable the ability for users to create Microsoft 365 Copilot (Agent) in my organization’s M365 tenant?

This article covers how to manage agents in the tenant.

Control user access for the entire tenant

Go to the Microsoft 365 admin center.

Navigate to Settings > Integrated Apps find the Copilot Agents

In the "Who can access agents?" section, select one of the following options:

All users: All users can access agents by default.

No users: Blocks all users from accessing agents.

Specific users/groups: Lets you select specific users or security groups to have access to agents.

Click Save to update the settings.

In your tenant you have provided the license to everyone because Microsoft 365 Copilot or Copilot Studio licenses will be allocated only to approved/ specific users.

Please go into your admin.cloud.microsoft, go to Agents and settings, as not all tenants have that option to disable as stated in the previous answer

Disable all of these
