When asking questions of a specific format in PVA such as number or email, if the format is incorrect the user is prompted again. This only happens 3 times until the bot response "To connect with a person now, click the following link".
How can I switch this limit off so that the user will just be asked over and over again until they get the correct answer?

The only way to turn off the auto-fallback redirect to the Escalate topic is to create and designate a System Fallback Topic. This would allow you to send them back to an earlier topic, however it would not maintain the state of progress through the existing topic, they'd have to begin entry from the beginning again.
