
We have a requirement to create a Application in Power Apps that will list opportunities in sales force. The users accessing the application have Power Apps standalone plan licenses.
The concern here is do we need a salesforce license for all users accessing the application in spite of them having Power Apps license.

Power Apps doesn't provide security isolation, so each user needs permission to access the data source backend for an app. So if the app's data source is Salesforce then yes the users will need Salesforce licensing to access the information in Salesforce no matter what their Power apps licensing is.
