Moro (Hello in Finnish in my hometown),

In some documentation I noticed that you need a stand alone Power Apps license to use, say, Azure Cosmos DB or use some external integration with the Power App. Is this the same case with Power Apps Portals? I must have the stand alone license to use external services and then I will need to pay for the portal usage separately?

no, there is no need for additional license in regards the Portals

Microsoft is changing from time to time the licensing model for the Portals, but they are pretty much always based on login and page views count
