Deep Link Notification - "Action Not Allowed, This data is protected by your organization ..."

I have an app where user will fill up the form. Once they click submit, the form is submitted to my SharePoint List, and there's a power automate flow that sends an email with the link to the form based on the List ID.
 
My problem is that when user is trying to open the link from their phone and open it with the mobile app, I got this window:
 
 
 
It works fine with browser. Based on searching in Google and asking Co-Pilot, it says to enable managed apps (?) which I think we have enabled it, but I could be wrong on this one. I tried searching for "Action Not Allowed" and there's not many articles regarding this.

    Is the deep link calling Power Apps in a browser - https://apps.powerapps.com/play/appId?parameters
    or in the mobile app - ms-apps:///providers/Microsoft.PowerApps/apps/appId?parameters

    I used the first one. I did not know there's 2 different calling. But I have tried using both link as image below, for the mobile app it's not clickable.
     
     
    Also found a YouTube video by which advise to use "restartApp=true" in the link like so "https://apps.powerapps.com/play/appId?parameters&restartApp=true" but I'm still getting the same pop up and it's not opening to the record that I want.
     
    The reason I'm mentioning restartApp is because, the first time I click the link and if mobile app is not running, it opens to the record, but with pop up. However, if afterwards I leave the app running in the background, it won't work.

    I asked that as if you use the mobile format, it can be flagged as unsafe (which would explain the message you are getting).
    If you are using the "normal" URL, then it is possibly due to the mobile browser not meeting your organization's compliance or authentication requirements (Intune Protection) or the user not being signed into their O365 account in their browser. You may also need to ensure that Outlook is being used as the mail client on the device.
