Get Admin Consent - Gives Error in Azure DevOps

Getting error while granting admin consent. I have basic Azure plan. Am I missing out something. Need insights on it.

    The error "Could not grant admin consent: your organization does not have a subscription for the following APIs: PowerApps Runtime Server, Azure DevOps" indicates that the APIs you're trying to access require a valid subscription or licensing that isn't currently in place for your organization. Here's how you can resolve it:

    Troubleshooting Steps

    1. Verify Subscription Licenses

    • PowerApps Runtime Server:
      • Ensure your organization has a valid PowerApps plan that supports the Runtime API. The basic plans may not include this capability.
      • Check your license in the Microsoft 365 Admin Center under Billing > Licenses.
    • Azure DevOps:
      • Ensure you have an active Azure DevOps subscription with the necessary permissions to access its APIs.

    2. Check API Permissions

    • Navigate to Azure Active Directory > App registrations and select the app requiring consent.
    • Under API permissions, ensure:
      • The APIs listed (PowerApps Runtime Server, Azure DevOps) are correctly added.
      • There are no unsupported or restricted permissions.

    3. Validate User Assignments

    • Ensure users or groups are assigned the appropriate licenses for:
      • PowerApps: Users need at least a PowerApps Plan 1 or Plan 2 license for accessing advanced features.
      • Azure DevOps: Check that users have an appropriate Azure DevOps plan (e.g., Basic, Basic + Test Plans).

    4. Check Tenant Restrictions

    • Confirm that your organization has no restrictions on third-party or Microsoft services:
      • Navigate to Azure Active Directory > External identities > Cross-tenant access settings and verify policies.

    5. Upgrade Your Plan

    • For PowerApps Runtime Server:
      • Consider upgrading to a PowerApps per app plan or per user plan if advanced APIs are needed.
    • For Azure DevOps:
      • Purchase or activate an Azure DevOps plan with API access.
    • You can check pricing and options for PowerApps and Azure DevOps.

    6. Use Azure Portal for Subscriptions

    • Confirm and activate subscriptions via Azure Portal > Subscriptions:
      • Look for any inactive or trial subscriptions that might need activation.

    7. Grant Consent Again

    • Once the required subscriptions or licenses are in place:
      • Go to Azure Active Directory > Enterprise Applications.
      • Select the app needing consent.
      • Click Grant admin consent.

    Why This Happens

    • APIs like PowerApps Runtime Server and Azure DevOps often require premium licenses or plans.
    • A basic Azure plan might not include advanced API access.
